A Health Insurance company located in Philadelphia, PA is presently looking for a Project Manager focusing on Portfolio Management to add to their growing team.  

Description Of Work:

This requisition is for a resource to back fill our Portfolio Manager as they are on maternity leave and to then transition into a Project Manager position.
  • Responsible for building, supporting, and maturing the portfolio governance process. Managing, analyzing, and reporting on portfolio health to enable effective decision making and ensuring projects deliver on time, on budget, and satisfy scope. Is also responsible for tactically carrying out the strategy for the PMO.
  • 1st line of escalation for Strategic Project Delivery  team
  • Hold 1: 1 meeting with Project managers to discuss overall health of the project
  • Evaluate the performance of the portfolio, ensure proper identification and management of risks/issues, and apply solutions for improvement through regular assessment
  • Identify trends which impact the portfolio
  • Manage document reviews, updates, closure and management
  • Manage tool, template and onboarding material creation, updates and modifications
  • Support the hiring process and facilitate the on-boarding activities for new SPD resources
  • Develop and enhance standards, processes, procedures, methodologies and tools to be leveraged across the portfolio
  • Assist in performing audits and ensure adherence to standards
  • TWWGWD and Governance Subject Matter Expert and provide guidance/reviews
  • Develop and execute training plan and developing materials, as required
  • Facilitate and participate in meetings with key portfolio stakeholders
  • Work as a backup of Portfolio Operations Manager when needed


Skills:
  • Ability to balance approach to political, technological and administrative factors
  • Must have worked in PMO structure
  • Ability to build relationships across the organization and at all levels
  • Competency in adapting and proving in high paced, challenging, changing and ambiguous situations
  • Attention to details, ability to drive results and act independently with little direction
  • The ability to quickly understand concepts and drill down into actionable steps
  • Experience with Project Governance structures and compliance
  • Solid understanding of business functional areas and management issues as well as IT organizations systems and capabilities
  • Superior written and verbal communication skills
  • Must have strong working knowledge of SDLC and methodologies like; Agile and Waterfall
  • Must have strong working knowledge of MS office, Visio, Project and SharePoint.
  • Must have high level of organization skills, which includes, identifying stakeholders, arranging/managing meetings and follow-ups
  • Must have ability to look into the bigger picture of a portfolio of projects to identify risks and issues proactively (“ connect the dots”)
  • Experience -5 to 7 years’ of experience managing infrastructure upgrade and application development projects, including 5 or more years managing projects and requires prior management, supervisory, or team leader experience. Standing up and/or running a PMO or managing multiple large projects simultaneously.
  • Active PMP certification is must

 
Education:
  • Bachelor’ s Degree in Computer Science, Information Systems, Business Administration, or other related field
  • Experience -5 to 7 years’ of experience managing infrastructure upgrade and application development projects, including 5 or more years managing projects and requires prior management, supervisory, or team leader experience. Standing up and/or running a PMO or managing multiple large projects simultaneously.
  • Active PMP certification is must
